A deliberate methodological restraint
MELR computes indicators, their decompositions and their sensitivity. The platform never produces official ratings or normalisations — those remain the remit of the GEF, the IMF, the World Bank and the PEFA Secretariat. It is precisely this restraint that makes the tool usable inside a ministry of finance.

Frequently asked questions
What languages is MELR available in?
French, English and Spanish. Each user picks their language, and reports are generated in the language you choose.
Do I need to install any software?
No. MELR runs in the browser. On mobile it installs as an app (PWA) for field collection, including offline.
Does MELR work offline?
Yes, for field collection: enumerators enter data with no network and it synchronises automatically once connectivity returns.
Which types of evaluation does MELR cover exactly?
A cross-cutting evaluations registry, ex-ante appraisal using the reference-price method, public policy evaluation against OECD-DAC criteria, impact and training evaluation (Kirkpatrick and Phillips ROI), and mid-term and final reviews. On the public-finance side: full PEFA assessment (including the GRPFM gender and CRPFM climate frameworks), TADAT, DeMPA, PIMA, C-PIMA and MAPS diagnostics, GEF allocation (STAR), debt sustainability analysis (DSA / LIC-DSF), medium-term debt strategy (MTDS) and climate budget tagging.
Does MELR produce official ratings?
No, by design. The platform computes indicators, their decompositions and their sensitivity. Official ratings and normalisations remain the remit of the relevant institutions — the GEF, the IMF, the World Bank and the PEFA Secretariat.
Where is our data stored?
Depending on the plan: on cloud infrastructure managed for you, or on your own infrastructure if you require data sovereignty. Each organisation is strictly isolated from the others.
Does MELR connect to KoboToolbox, ODK or DHIS2?
Yes. You connect your KoboToolbox or ODK Central instance and map form fields to your indicators. With DHIS2, MELR imports an indicator catalogue, pushes values to it and reads national aggregates for comparison.
Can we produce reports in donors' formats?
Yes: Word, Excel and PDF exports in USAID (PMP), GAVI, Global Fund, AFD, European Union, World Bank and ADA (Austrian Development Agency, including the budget component) formats, plus logical framework and portfolio dashboard.
How long does it take to get started?
On the cloud plan, access is immediate. Self-hosted takes a few days depending on your infrastructure. A migration to Microsoft Azure takes 1 to 2 weeks.
Do you provide training?
Yes: administrator and user training, deployment support, manuals and built-in help.
What happens if we want to stop?
Your data belongs to you and can be exported at any time. If you stop, no data is retained.
