Reliable evidence, for decisions that hold
REFT Africa is an evaluation and research firm based in Dakar, the Africa division of REFT Institute, Inc. For more than twenty years we have helped governments, donors, agencies and NGOs measure what works — and what does not.
“Creating Capacity for Quality Results”
Our motto since 1997Four disciplines, one standard
Research
Baseline studies, surveys, research protocols and ethical submissions, quantitative and qualitative analysis, statistical modelling.
Evaluation
Ex-ante, mid-term, final and impact evaluations. OECD-DAC criteria, PEFA public financial management assessment, meta-evaluation, monitoring-system audits.
Facilitation
Workshop facilitation, community facilitation, and consensus-building among administrations, donors and civil society.
Training
Capacity building in monitoring and evaluation, data collection methods, information systems and analysis tools — for your teams and your partners.
What sets us apart
A firm that built its own tool
Most evaluation firms license software. We designed and built ours, because thirty years in the field showed us what was missing.
Local roots, international standards
A Senegalese team working in French, English, Wolof and Pulaar — applying the frameworks of USAID, PEFA, the OECD-DAC, the World Bank and the Global Fund.
The whole chain, from scoping to report
We subcontract neither the data collection, nor the analysis, nor the production of deliverables. The same team stays with you from the initial protocol to the final debrief.
Unusual technical depth
Statistics, databases, geographic information systems and software development under one roof. We depend on no one to process your data.
MELR, our monitoring and evaluation platform
MELR (Monitoring, Evaluation, Reporting & Learning) covers a project's full cycle: logical framework, indicators, offline field collection, KoboToolbox, ODK and DHIS2 integrations, a complete evaluations suite — ex-ante, PEFA, OECD-DAC, Kirkpatrick — and exports in the major donors' formats. Trilingual in French, English and Spanish. Available in the cloud or as a self-hosted license for administrations that require data sovereignty. Discover MELR →
