Leadership
Dr Baitir Ndoye
Director, REFT Africa — Africa Division of The REFT Institute, Inc.
Senior monitoring & evaluation expert · Professional evaluator (AEA) · PEFA certified
More than thirty years of experience in international development, research and evaluation, across an unusually wide range: agriculture and food security, early warning systems, public health and HIV/AIDS, education, local governance, public finance.
A programme manager across both anglophone and francophone Africa, he has built lasting working relationships with governments, donors and partner NGOs. A native speaker of French, Lebu and Wolof, he is fluent in English and German.
Qualifications: Baccalauréat, Science stream (Prytanée militaire Charles N'Tchoréré) · Agricultural Engineer, rural economics (ENSA, formerly INDR) · Ph.D. in research methods and statistics, specialisation in evaluation and public policy.
Designer and developer of the MELR platform
Dr Ndoye single-handedly designed and built the entire MELR platform — from the architecture and data model through to the trilingual web application, offline mobile collection, KoboToolbox, ODK and DHIS2 integrations, the evaluations suite and exports in donors' formats.
A rare ability to cover the whole chain: M&E expertise, data engineering and software development in one person.
