Scoping and launch of the arrangement, assessment of the existing setup, definition of the target operating model, roadmap and M&E reference system. Implementation support and training of SNPAD's monitoring and evaluation focal points.
Project M&E system and annual PEFA assessment

Led the project's monitoring and evaluation system and adaptive management: design and rollout of the AMELP plan (indicators and targets), data collection and reporting including the baseline, learning agenda, annual planning, contributions to USAID reporting, and delivery of the annual PEFA assessment.
HIV viral load study

Led the study: research protocol and ethical submission in both the United States and Senegal, instrument design, supervision of data collection, analysis, report writing and presentation of findings.
Global Fund Prospective Country Evaluation (PCE)

Coordinated the prospective country evaluation team across the Senegalese sub-teams, the Institute for Health Metrics and Evaluation at the University of Washington, and PATH. Produced quarterly reports and technical notes.
Impact evaluation of soybean oil monetisation (USDA)

Team leader for the impact evaluation: establishment of the cooking-oil market baseline, monitoring of prices and volumes, and final evaluation.
M&E plan for the Multisectoral Strategic Nutrition Plan 2018-2027

Audit of the national nutrition M&E system, development of the strategic plan's monitoring and evaluation manual, and training of national stakeholders.

Member of the management team and head of the Strategic Information Unit (research and evaluation), six staff and consultants. Support to the National AIDS Council, the Ministry of Health and nineteen civil-society partners: planning, technical assistance, monitoring, evaluation, research and reporting, plus staff training in ArcGIS, SharePoint and M&E.
Randomised impact evaluation of the indoor residual spraying programme (malaria)

Planning and delivery of the randomised impact evaluation of the IRS malaria control programme. Managed a team of fifteen field officers and a database manager, supervised qualitative and quantitative data collection, and produced periodic reports in French and English.

From field experience to a tool
These thirty years of assignments had one direct consequence: they shaped the design of MELR, our monitoring, evaluation, reporting and learning platform. The PEFA, ex-ante, OECD-DAC and early-warning modules are not methodological abstractions — they reproduce arrangements we set up ourselves in the field.
